Freedom of panorama extends to works of artistic craftsmanship, and we usually treat mosaics as being works of artistic craftsmanship.     • According to Cap528 (5), this is belongs to “artistic work” since it is a graphic work with irrespective of artistic quality and NOT "graphic works".

In Chinese version of the law, “平面美術作品” (graphic work)包括 (a)任何髹掃畫、繪畫、圖形、地圖、圖表或圖則;及(b)任何雕刻、蝕刻、版畫、木刻或相類的作品

“藝術作品” (artistic work)指 ——(a)平面美術作品、照片、雕塑品或拼圖(不論其藝術質量);(b)屬建築物或建築物模型的建築作品;或(c)美術工藝作品。

However in English version, the meaning is not clear. artistic work (藝術作品) means— (a)a graphic work, photograph, sculpture or collage, irrespective of artistic quality; (b)a work of architecture being a building or a model for a building; or (c)a work of artistic craftsmanship;

graphic work (平面美術作品) includes— (a)any painting, drawing, diagram, map, chart or plan; and (b)any engraving, etching, lithograph, woodcut or similar work;--Wpcpey (talk) 16:37, 28 January 2020 (UTC)[reply]

Meanwhile, According to Copyright Ordinance (Chapter 528) (consolidated version of May 27, 2016), it is not a copyright infringement to take photographs the images of buildings and artwork--Wpcpey (talk) 03:22, 16 March 2020 (UTC)[reply]
