It is common and reasonable for the author to setup the "need contact with author and get his permission", since many media have to use the photos without the author's permission for the commerical use, such as book publishing, TV commerical and advertiseing etc... and it made the crisis in Hong Kong too. So these media are against the cc-by license. See [1] and [2] It is a good way to solve the media use the photos without permission, although some media still ignore the author's request. Delete This image, and 993 others, has the license template User:WiNG/Licensing. The template reads, in Google translation:

This requires prior consent "contact me, to authorize the use of pictures" for use of the images. Wing admits that this is correct in his comments above.
Prior consent cannot be required under CC-BY and cannot be required for any image on Commons, so all 994 of the images that have this template must be deleted unless Wing changes the template. I have not closed this DR and deleted this one image only because I want Wing to understand and think about the fact that all 994 images will be deleted unless he or she changes the template. template had been changed....I am so disappointed about the policy of the wikipedia and the commons. These changes are not respect myself that pays many effort to take the photos. However, these photos are commonly illegally use for the mass media, books, even the property sales agent use my photos to earn many money. - I am not certain what the sentence I have highlighted really means.
- I hope you understand that any CC license allows others to sell your photographs and make money from them. If you did not want others to profit from your photographs, you should not have licensed them. And yes I understand that from experience -- in fact, as I say at User:Jameslwoodward, some of my Commons images have been used by a real estate agent for a calendar. Jim . . . . - No, it means that the limitation can be less restrictive if you give them permission, not the other way round (i.e. you can't make it more restrictive even if you wish to. So you can ask people to inform you as a courtesy, but you can't force them to do so ). Also as mentioned by Jim, if you want to release it under a free license, you must allow commercial use. If you agree then Commons can
